Pennsylvania Engineering Hiring: Roles in Demand and Local Hotspots

Within the last 6 months, Rise Technical have been working on over 150 engineering vacancies in Pennsylvania. That gives us a clear view of where manufacturing and engineering demand sits in the state.

Why is it so hard to hire manufacturing workers in Pennsylvania?

Pennsylvania doesn't have one manufacturing labour market. It has a string of tight local ones.
Manufacturing employs more than half a million people in the state, about one in ten workers. Even so, hiring happens within a 30-45 minute commute. Over the last 12 months, our own Pennsylvania vacancies have clustered in a few towns, led by Olyphant and Johnstown, with a lot of that volume coming from repeat hiring at single sites. When one plant keeps hiring, whether because it's growing, losing staff or short of a particular skill, every other local employer is chasing the same small pool of people. The roles have also changed. Many are now maintenance, controls, automation and quality jobs rather than entry-level production. Those people are scarce, and logistics, utilities and engineering firms want them too. What employers underestimate most is how fast they need to move. Our open Pennsylvania roles generated 498 shortlists in the last 90 days, so candidates are out there and actively looking. They just don't stay available for long. Across the state, time-to-fill for senior technical roles is up 20% in a year, pay expectations are 10–15% higher, and good candidates are juggling two or three opportunities at once. In practice, you aren't competing with the whole state, just the employers within commuting distance. Slow interview scheduling, feedback and offers will lose you more people than a strong brand will win.

Which engineering roles are in demand in PA?

We looked at the 157 Pennsylvania vacancies added to our CRM over the last 12 months (15 Oct 2025 to 15 Oct 2026). Six role families make up about a third of that demand. Electrical roles are clearly the biggest group. Quality and maintenance come next, followed by automation, manufacturing and project roles. The pattern is consistent: Pennsylvania employers need engineers who keep plants running, compliant and modernising.

This reflects how quickly plants are upgrading their controls and automation. The wider market shows the same thing, quality engineers in FDA-regulated industries and controls and automation engineers are among the hardest roles to fill in Pennsylvania right now. These candidates are also wanted by logistics, utilities and facilities employers, so expect longer time-to-fill and stronger pay competition than for general production roles.

Where in PA is hiring busiest?

Within the last 6 months, Rise’s five busiest PA towns for hiring are:

1.     Olyphant - Rise hiring roles for a large international packaging manufacturer. The site is a single plant of over a million square feet, one of the biggest manufacturing projects the Scranton area has seen in decades, in a region where average pay sits well below the national level.

Johnstown - A hub for repeat manufacturing roles including robotic welding programming and engineering technicians, so demand is for niche, hard-to-fill skills

3.     Middletown - Rise is recruiting roles for a specialist equipment manufacturer, plus other employers in the Harrisburg corridor. Manufacturing across the wider Harrisburg area is slightly down year on year while total jobs grow, so demand is for specific skills, not volume

4.     Pittsburgh - Roles across a mix of employers, including a specialty chemicals producer, a construction firm and an industrial services business. It is the state's deepest and most competitive engineering market, with the highest manufacturing engineer pay in Pennsylvania.

5.     York - York-Hanover has a stable manufacturing base of about 32,000 jobs, with state-backed expansion nearby in Hanover.
